We have an outstanding opportunity for an Associate Director to work with the Transportation Services Director and the Facility Services leadership team. The Associate Director will provide oversight in Administration & Analytics, Event Management, Parking Operations and Citations, Products and Sales, and Parking Maintenance at the University of Washington within the Transportation Services division.
This position serves as the department’s chief operations officer and is responsible for the planning, integration, and daily operational oversight of campus parking operations, parking technology, and parking facility management and maintenance at the University. The position oversees the work of five senior managers and has indirect oversight of approximately 100 FTE. Transportation Services operations exceed $35M in annual revenue, and this position requires significant operational regulatory management and cash handling functions.
The Associate Director will be highly effective in working with individuals and teams, and cultivate supportive, inclusive, and collaborative management practices in cooperation with labor. They must demonstrate excellent interpersonal communication, be able to collaborate, facilitate, negotiate and mediate workplace personnel and operations concerns, and exercise discretion and independent judgment in decision-making processes.
In the absence of the Director, this position serves as the de facto department head with significant delegated authority, including the ability to take any action required to address emergent issues, and an ongoing authority for operating decisions, including spending, personnel, and service delivery. Engages in and supports strategic initiatives and planning, policy development, and financial management as a senior member of the Transportation Services leadership team.
Oversees the development and continuous improvement of programs, policies and procedures and provides support and recommendations to Facilities Services senior leadership, serving as a subject matter expert associated with cross-functional projects.
Responsible for Transportation Services’ organizational effectiveness, including process improvement efforts, change management, creation and refinement of metrics and operations performance measures, and staff accountability associated with daily business practices, mandated compliance functions, and annual performance evaluations.
Implements Lean efforts within Transportation Services and the greater Facilities Services division
Ability to focus on results and be skilled at driving decision-making and implementation of best practices. Must be able to direct multiple projects with critical deadlines
Responsible for the quality assurance and performance management in a complex, highly dynamic, and emotionally charged operating environment. Contributes to the improvement of information systems; oversee regulatory requirements, and comply with policies and practices associated with federal, state, local and institutional requirements.
Duties and Responsibilities
• Chair and participate in University committees and Facilities Services initiatives and activities • Identify institutional policies and/or practices that affect Transportation Services activities and ensure productive resolution of operations, administration, and/or policy barriers to success • Serve as liaison between specified sub-units of Transportation Services, internal University entities and external community stakeholders. Maximize operational effectiveness and ensure compliance with applicable regulations. Represent the Director with internal and external constituencies as needed.
• Advise the Director on issues of transportation strategy and policy, establish and maintain standard operating protocols to attain support strategy and policy goals. • Oversee department operations, including daily, contract, and event parking, parking enforcement, citation adjudication, facilities maintenance; lead program evaluation, manage change processes, policy and procedure development; oversee program analysis and equipment evaluation; oversee contract management and service specification; and oversee parking management technology and parking software/hardware system improvements. • Oversee personnel management for assigned sub-units, including development and corrective action for management, supervisory and frontline staff in a wide variety of disciplines. Perform human resource functions including interviewing, selection, training, performance evaluation, salary determination, promotion and corrective action. • Provide leadership for program and organization activities, including financial planning, strategy development, parking system’s hardware and software improvements, and personnel management. Develop and monitor budgets for Transportation Services programs/sub-units and engage in determining budget priorities, systems solutions and operational standards to ensure financial and operational stability and effectiveness; conduct short and long-range planning. Lead strategic initiatives identified by customers, campus stakeholders, TS Operations staff, the TS Director and by Facilities Services leadership.
Data Gathering and Analysis
• Develop recommendations for the most cost-effective and appropriate use and allocation of resources. Assist in the preparation of customized reports for the senior management to summarize and analyze complex data. Identify relevant metrics for tracking and reporting performance improvement, exceptions and process opportunities. • Oversee, participate, and refine Balanced Scorecard measurements and reporting efforts at the division, department, and program levels. • Prepare reports and official documents in support of Transportation Services objectives and priorities, ensuring inclusion of perspectives of internal and external constituencies and other affected parties. • Perform other duties as assigned
Bachelor’s degree in business, public administration, or related field, PLUS eight years increasingly responsible experience in services delivery, operations, and management, including direct supervision of multiple direct reports.
Management-level experience in a large and/or complex operation
Experience leading process improvement activities, and using techniques and methods, such as LEAN; demonstrated effectiveness managing in a culture of change and transition.
Demonstrated leadership abilities and effective management skills, including an ability to work effectively in a large and complex organization are essential.
Experience in systems development, data analysis, customer service, program development and management, and fiscal planning
Demonstrated commitment to achieving and supporting diversity in the workforce.
Familiarity with information systems, regulatory compliance issues and business operation.

Management of large service functions and program management in an institutional environment and an urban setting

Significant operational and leadership experience specific to the parking, transportation, and/or fleet industries
