Summary: Under direction, manages and oversees municipal parking operations, facilities, and programs. Provides administrative and technical support to enhance parking operations and develop plans and strategies to meet the short and long-term objectives of the municipal parking operations. Supervises all public parking lots, pay stations and parking meters; interacts with the public regarding all parking matters. Supervises Parking Meter Repairers, Parking Enforcement Officers, and/or Parking Meter Collectors; performs related work as necessary. Work is performed under general direction from the Director of Utilities, who reviews performance for conformance to departmental policies and procedures.
Duties: Oversees daily parking operations, including the collection of meter revenues, and the inspection, maintenance and replacement of parking meters. Oversees the activities of any vendor contracted to manage the Township’s parking facilities. Investigates complaints/reports of and maintains automated records of contracted/permit parking spaces, meter receipts, and meters requiring repair or maintenance. Supervises and assists in the inspection, maintenance, repair and replacement of same. Interacts with the public (in person, via email or via telephone) to resolve issues related to the issuance of parking tickets, and the dissemination of information regarding parking regulations. Reviews signage for correctness and conditions. Makes recommendations for improvement of the parking operations for peak performance. Monitors lots for snow removal, potholes, litter, grass, and safety conditions. Reviews parking permit and lot usage to assess permit sales, and does parking counts to ensure peak performance. Prepares and analyzes such data as traffic accidents, meter revenue, permit sales, and available spaces; reports and makes recommendations based on same. Evaluates new developments in parking operations strategies, materials, tools and equipment, and makes recommendations regarding implementation. Prepares operational plans, budgets and cost estimates for facilities, vendors and projects, and directs and oversees the implementation of approved operational plans and expenditures in the approved budget. Regularly makes field visits to parking areas to observe patterns and to determine need for maintenance, repair, and/or redesign of lot, change in parking fee structure or metered and contracted spaces. Prepares work orders related to the maintenance of parking structures and locales. Reviews purchase orders and maintains inventory of meter supplies and parts. Prepares and administers contracts for the securing of materials, tools, supplies and equipment and supervises their storage and distribution. Trains personnel in operations of the Department, ensuring understanding of the rules and regulations of parking within the Township. Issues day-to-day instructions and work assignments to Parking Utility supervisors and employees and supervise their work. Obtains price quotes for various improvements/repairs to lots and decks and has contact with subcontractors to monitor progress of same.
High school diploma or equivalent; minimum 5 years’ experience working in a municipal or private parking atmosphere. Previous supervisory experience required, preferably in municipal parking.
