This position manages the direction, activities, and staff operations of Transportation and Parking Services. The responsibilities include: budget development, planning, decal and permit distribution, coordination of parking and transportation departments, management of campus bus routes, appeal authorities, reserved parking program, visitor parking program, parking lot maintenance, signage and garage maintenance, and new construction management. This position will implement programs and policies, serve as a member of the Public Safety senior management team, and participate in strategic planning and staffing decisions.
Effectively delegates responsibility to ensure effective daily operations and development of staff. Daily operations include, but not limited to: resource allocation, monitoring the operations budget, project design, planning & execution, customer service, reporting, new service implementation & daily operational oversight.
Develops and implements long term strategic goals and objectives that will enhance and improve the parking and transportation programs in support of FSU's mission and initiatives. Ensures comprehensive Parking and Transportation programs to effectively service the needs of Students, Faculty, Staff, & Visitors by participating in the development and execution of strategic initiatives. Develops, recommends, and implements operating policies and procedures that impact area of responsibility.
Develops partnerships throughout the University and externally in order to maintain Division imperatives and Transportation initiatives. Represents both departments with formal and informal speaking engagements and presentations on parking and transportation initiatives. Liaison with outside organizations on all aspects of Florida State University parking and transportation services. Day-to-day interactions with campus community members, administrators, partners and visitors to communicate and resolve any issues in a timely manner. Participate in contract negotiations as required to ensure quality services are provided to the University community as efficiently as possible.
Develops and monitors operations budgets to ensure revenues are properly managed. Oversees and supervises the execution of parking lot design, constructions, and maintenance, transit contracts, planning, coordination, and other special program functions.
Assists with interpretation of governing laws, rules, and regulations, as well as University policies and procedures.
Master's degree and six years of experience related to the duties of this position: or a Bachelor's degree and eight years of experience related to the duties of this position.
Experience in developing policies and programs.
Experience with contract negotiations.
Certification or licenses preferred: Any license with a specialization in transportation, transportation planning, urban/regional planning, parking, construction management or related field (I.e. CAPP, Certified Administrator of Public Parking).

The position will interact on a consistent basis with: all constituents of the Institute, including faculty, staff, students, visitors, committees, and external partners. This position will typically advise and counsel: AVP for Safety, AVP for Finance and Administration, VP of Finance and Administration, Assistant Directors of Transportation and Parking Services. This position will supervise: all Parking & Transportation Services employees.
This is an A&P (Administrative and Professional) position.
