SUMMARY OF ESSENTIAL RESPONSIBILITIES:
Plan and monitor day-to-day public and commercial roadway systems:
Provide supervision and leadership to a diverse work force in a 24/7 operation with varying degrees of work relating to customer service on the public terminal roadways and within Ground Transportation.
Provide direction to contracted commercial roadway management and staff.
Review Transportation Assistant reports and customer complaints on rules, regulations and violations pertaining to ground transportation; and investigate and respond to complaints in a timely manner.
Manage Airport Ground Transportation Operations, including the contract and permit process for operators who deliver service from the airport:
Establish procedures and policies to ensure compliance with agreements, rules and regulations.
Implement and manage Airport Bussing Plan during irregular operations.
Provide direction to Ground Transportation Contract Administrators.
Act as subject matter expert on non-traditional for-hire transportation service that connect passengers and transportation providers through technology. This includes emerging technologies and companies, including app-based ridesharing, autonomous and non-autonomous transportation, and geofence technology.
Understand the foundational technologies supporting Transportation Network Companies (TNC) operations and business models sufficiently well to provide operational input ot the Port's IT strategy and investment decisions.
Partner with all transportation providers to manage innovation and to incorporate ever-changing business models into smooth and efficient airport operations.
Build forecasting and models to understand to predict industry trends and practices as they relate to the airport ground transportation business operations locally and nationally.
Track strategic development operations across the ground transportation industry through market research analysis.
Apply conceptual strategies to resolve practical, actual, and specific airport problems including constrained airport curb space, competing interests for operational space on the roadways and throughout the roadway system.
Supervise Parking Control Representative workforce and provide direction for the management of vehicular and pedestrian traffic on the terminal roadways in compliance with applicable Port ordinance, state and federal laws:
Develop and post for bid appropriate work schedules based on traffic demand/peak periods a minimum of twice per year, ensuring adequate shift coverage is implemented for peak periods (summer, holidays, spring break).
Participate in regular labor management committee meetings and contract negotiations. Respond to grievances per labor agreement.
Provide direction to Airport Duty Managers and Airport Operations Specialists during off hours
Manage/prepare annual budget, monitors overtime budget through appropriate scheduling.
Develop and/or re-write Port of Portland ordinances and Airport Rules and Regulations as required.
Update/replace roadway signage as required to comply with ordinance.
Provide appropriate notification of irregular operations (parking authorizations, delegations, construction, airline operations, and public transportation).
Participate in regular provider meetings and address issues or concerns as they arise.
Prepare and manage annual budget, including Commercial Roadway contract.
Coordinate with City of Portland For-Hire Transportation Manager, other City, State, federal and regional agencies governing the commercial transportation of passengers to ensure Port of Portland policies and procedures promote airport ground transportation and compliance with other agency policies, procedures, rules and regulations.
Responsible for developing and coordinating improvements and maintenance to the Commercial Roadway system. Works with appropriate departments for maintenance projects, construction projects, Request for Proposals (RFP) as required:
Review current operations, forecast activity, make recommendations to changes in operations, including the development of business cases for future facilities for ground transportation activity.
Review and comment on engineering drawings, bids as required.
Participate on RFP selection and interview team.
Participates as Operations section chief during irregular operations/events.
Bachelor's degree in Business administration or related field is preferred; or, an equivalent combination of education and relevant work experience is required.
Minimum of three (3) years of experience in transportation or roadway systems industry is required.
Demonstrated experience managing represented employees in a dynamic work environment focused on customer service while enforcing relevant rules, regulations and ordinance is preferred.
Experience administering a labor contract is preferred.
Advanced knowledge of Federal, State, and Local Ground Transportation regulations is preferred.
Working knowledge of revenue control reporting and budget systems is preferred.
Valid driver's license is required.
American Associate of Airport Executives (AAAE) CM or AAE certification is preferred.
Strong written, verbal, and interpersonal communication skills.
Detail oriented and dependable with good organizational skills and the ability to simultaneously manage multiple projects and tasks.
Handle assigned tasks and complete priority assignments in a timely manner.
Work and communicate effectively with people in English as a second language.
Exercise good judgment when dealing with difficult situations or upset persons.
