The Department of Transportation, Division of Parking Management, seeks a full-time manager to serve as the Chief of the Engineering and Capital Project Management Section in the Division of Parking Management.
The employee will provide organizational leadership; full-line management; budget development and implementation; operational oversight; business management; and policy recommendations to achieve County objectives related to the design, construction, repair, maintenance and use of County parking garages, surface lots, and on-street parking as they support the public objectives of economic development, transportation management and mobility. The County's parking facilities are operated under policies and procedures that maximize the use of the available parking supply and meet the overall transportation demand management and mobility goals of the Division, Department, and County. Additionally, County, State, Federal and Industry Standards of Design, Construction, Repair and Maintenance must be met if not exceeded.
The Engineering and Capital Projects Section consists of 20 full-time County employees and is augmented by over 33 contract employees providing parking services directly to the public. This Section is responsible for the management of approximately $3 million in contract services and for approximately $6 million in Capital Improvements Projects (CIP). The Section has direct responsibility assuring that the County's Parking Lot Districts' facilities that consist of 20 parking garages, 20 surface lots and 20,443 total parking spaces remain open, operable and safe. This Section is responsible for the management of the parking construction and maintenance programs that include design, construction, repair, janitorial, electrical, plumbing, lighting, elevators and snow and ice control among other duties for all of the parking facilities.
The team has a daytime as well as a smaller overnight shift. They are responsible for regular duties as well as emergency call-back for snow, ice or other weather or facility needs as determined by the County's CAO, Department management or the Division Chief. Therefore, the Section Chief is considered Essential Personnel and must be available by phone 24/7.
The employee will be required to drive a vehicle to perform field visits, manage construction projects, and be able to attend meetings or perform work at locations outside the office.
Other areas of responsibility include being the Divisions COOP Manager and Building Emergency Management Representative. This position also works closely with the Director, Executive and Counsel staff to resolve various issues and recommend amendments to the County Code and Executive Regulations.
As a manager/supervisor of unionized employees, this position has a responsibility for fostering a positive labor relations environment based on mutual trust, respect, and cooperation.
The individual selected for this position will be considered an Essential Employee. Essential employees must report to work during a period of general emergency or liberal leave.
